I like to imagine a combination. Fromw hat I've seen it seems like Hotta and Obata mostly communicated through Hotta's editor (who was a huge troll judging by that one Ogata panel -- have you heard this story?) and so I imagine it went something like, "Tell Obata-sensei to draw Akira with bad fashion sense" and Obata was like [CRACKS KNUCKLES]
